Torre Empirea
The Torre Empirea is the administrative hub of the entire Lightning Country. Each of the five interconnected skyscrapers serve their own purpose. The central tower handles Kumogakurean business, and houses the Main Branch offices known as The Legation; The outer towers house the administrative apparatus that's required to operate the entire country. This includes one of the towers being used solely by nobility and their staff. The buildings themselves, funded by the Eleventh Raikage, are made in a recent architectural style known as Art Deco, and the interiors decorated likewise.
The Raikage Offices are located in the spire section of the central tower of the Torre Empirea, it contains the Conference Rooms, as well as the main office where the Raikage conducts meetings, receives mission reports, and sensitive intel. It contains all the usual necessities like desks, chairs, and so on, all in art deco style like the building itself.
Meetings frequently take place between visitors, council members, Sennin and Kage in the spire of the central tower of the Torre Empirea. The Conference Rooms can be booked by practically anyone wanting to meet nearly any official under the aegis of equality as Kumogakure citizens.
The Legation used to be housed at the foot of, and inside, the Torre Celeste, hugging the base of the tower and containing the administrative workers required to operate the village. It has since then been moved to Torre Empirea, along with a slew of other administrative organs, and is now a modern hub of bureaucracy, ensuring everything is where it needs to be and gets done by the time it needs to be done.
